Abstract:The system of districts and counties has a long history, and they are the important basic units in both Chinese and international economic societies. The development of economy and society in districts and counties needs a large amount of personnel with high caliber and technology. Further, it also requires the full development of higher education with higher vocational education as its main body. There are so many weaknesses of higher vocational education. For instance, there are almost no vocational colleges in some districts and counties, and most of these colleges concentrate on the second and third line cities, which is hard to meet the demands of further development. And the cooperation between counties and colleges with unique features is the only and optimal way of such education.
