Abstract:The “Internet Plus” Program has been established as the state's development strategy in the “New Normal”. The development of the local governments has to be put in line with this strategy of the nation. Thus after a brief introduction to the connotation of the “Internet Plus”, a case study of theMaanshan municipality is made and it is proposed that the “Internet Plus” developmental direction in this city should be centered on the modern industry, modern service industry of commerce and trade, modern metropolitan agriculture and public service section. In addition, concrete measures and policy suggestions are in regards to the following eight aspects: the organizational structure, policy support, fund-raising, talents guarantee, public service, industrial agglomeration, the starting of a venture by the general public and the infrastructure.
