Abstract:In order to put into practice President Xi's call to “Carry out the collective ownership, stabilize farmers' contractual right of land and breathe new life into farmers' management right of land”, and find an effective way to solve the capital problem in rural development, a pilot rural financing reform is recently conducted in Weiyuan county, Neijiang, hoping to find out some new ways to crack the money problem of mortgage loan via the use of farmers' contracted management right. An on-the-spot investigation is launched to examine the contracted land management right mortgage loan reform to check aspects like its principal approaches, the actual results, lessons so as to shed some light on the crack of three big problems of "Countryside, agriculture and farmers".
