Abstract:In history, China has the excellent tradition of rule by law. However, its practice is not adequate. Furthermore, we lack the tradition of law enforcement and abiding. The lack of culture of rule by law has led to the inadequate understanding of and emphasis on significance of legal construction for a long time sine the founding of new China. In the new period when we face the new task of bringing Chinese dream of national rejuvenation into reality, the 18 ^thCPC National Congress put forward that we comprehensively rule our country by law. But how to become a rule-by-law country? This paper believes that, in order to form and practice legal culture, we have to do four things. First, we should have a Constitutional Day in order to confirm people's legal belief. Second, we can bring legal education into the content of national education to increase the effectiveness of legal culture's cultivation. Third, we should root ourselves in Chinese culture and stress both moral and law. Last, we should train a talent team of rule by law and build bases for the study of legal culture.
