Abstract:Through the field visit of American fundamental education, the author of this paper has found that there exist differences in such education between China and America. They are mainly shown in the national macroscopic management of education. America just conducts the guidance and service management of education of various levels macroscopically through educational legislation and policies. In contrast, China manages its education not only through educational administrative departments. In addition, the huge educational administrative organizations control anything either important or trivial. They make the management of schools of various levels microscopically. America is an economic power as well as an educational one. But China is a developing country and it has a long way to go before it becomes an educational power.
