      摘要
    • 摘要:精准扶贫是国家资源输入乡村、治理乡村贫困人口的一种新途径和新方法, 也是以往扶贫政策的延伸和发展。精准扶贫政策措施的实施, 必须依托于乡村干部。调查表明, 乡村治理能力的强弱, 直接影响扶贫绩效的好坏;扶贫政策措施能否有效地实施, 直接或间接影响乡村治理的能力。
