简论加强组织部门工作文化建设

On Enhancing the Cultural Construction of Organization Departments

  • 摘要:当前我国的组织部门整体形象严谨有余,但活力不足;整体水平较高,但宣传不够;创新载体丰富,但是很难一以贯之;制度相对完善,但难于做到一抓到底;组工干部长期超负荷工作,原动力不足。究其原因,主要归结为组织工作部门的人治性、全能性、保守性和失衡性的文化建构。推进组工文化建设必须要围绕构建精神家园推进环境文化建设;围绕实现与时俱进推进创新文化建设;围绕塑造优秀人才推进培育文化建设;围绕保证公道正派推进制度文化建设;围绕建设开放系统;推进阳光文化建设。

    Abstract:The current organization departments of China are strict than vigorous. Though their publicity has reached a high level, it is far from enough. They have rich innovative carrier, but they lack consistent policy and implementation. Moreover, their systems are relatively perfect, but it is difficult to carry them out to the end. The organization cadres have long been immersed in the overloaded work and they lack driving force. These are brought about by the men’s rule, jack of all trades, conservation and imbalanced cultural construction of organization departments. The enhancement of the cultural construction of organization departments must be around building the spiritual home to promote the environmental cultural construction, around keeping up with the times to construct the innovative culture, around training excellent personnel so as to perfect the training system, around guaranteeing social fairness to enhance the construction of institutional culture, and around building open system to promote the sun culture construction.
