Abstract:After Qing Government declared nationalization of Chuan-Han Railway, members of Sichuan Consultative Bureau initiated and organized pre-preparation activities. However, due to their enthusiasm in constitutional reform, the limitations of their political innovation led to their failure to stand side by side with Sichuan people for their political and economic interests and carry out a thorough struggle against Qing Government and hence lose their leadership in Sichuan Railway Protection Movement. Instead, they played a positive role in the deep and long Movement.
