Abstract:The ruling conceptions of CPC has developed from the simple outline and seperate conception to the systematic and comprehensive generalization. And their connotation is getting improved and enriched. And the ruling conceptions with human as orientation, party’s construction for public interests, party’s government for all people as well as scientfic and democratic government by law and scientfic development to construct a harmonious society have finally come into being. In the fight against natural disasters and the reconstruction afterwards, the three levels of ruling conceptions were fully displayed, which garanteed the success in fulfilment of various work.
