Abstract:The democratic management is an important part of the internal administration of modern universities. The workers’ unions in universities bear the responsibility to promote the democratic management and protect all the stuff’s legal rights. They are playing the role of propaganda, organization and participation in the supervision in such aspects as implanting the system of teachers’ congress, promoting the opening of university affairs and making the university rules. Further, they can help to speed up the construction of systems in modern universities.
