摘要:抗日战争初期成立的国民政府最高经济与金融机构四联总处，利用国家行局的资金来推动大后方工矿内迁和发展，对大后方工矿业发展起过若干有益的作用。就本质上而言，四联总处的战时工矿贷款政策也含有向商业资本合流和转化的趋向，且是一治标之策，因而其所起的作用是有限的

Abstract:The supreme economic and financial organization, the Four-Bank Office, promoted the inland transferring and development of factories and mines with capital from National Bank. This was a great help to the development of these factories and mines in rear areas. From its essence, the loans to factories and mines in war time took the tendency of union with commercial capital. In addition, it was only a temporary measure, which was doomed to have limited effect.
