Problems and Coping Strategies in the Implementation of the Vegetable Market Access System in Sichuan

  • 摘要:梳理了四川省蔬菜市场准入实施现状,分析了准入制度实施主要存在三大问题:重数量,轻质量; 重形式,轻内容; 重认证,轻监管.为此提出的对策建议是:制定法律法规配套的可操作性的细则,加大蔬菜全程监管力度,尝试“龙头企业+合作社+基地+经销者”模式,推进“三位一体,整体推进”的品牌开发战略,加快完善蔬菜准入等制度的相关措施,以保证四川的蔬菜食物安全

    Abstract:The status quo of the vegetable market access system in Sichuan province was reviewed, and three major problems were found in the implementation of the market access system: focus more on quantity than quality; attention more on form than content; emphasis more on verification than on supervision. Coping strategies for these problems were suggested as follows: to work out an operatable specification for the supporting laws and regulations; to step up the whole process supervision of vegetable production and transportation; the implementation of the pilot mode of leading enterprises, the production teams, vegetable bases and retailers; to push forward the brand developing trinity strategy and the overall progress strategy; to accelerate the improving of the relative measures concerning the vegetable market access system to ensure the vegetable food safety in Sichuan
