Abstract:The non-compulsory education is characterized by the complexity in structure and duality of educational purposes. In spite of this, its running conceptions are consistent, namely, non-compulsory, quasi public and professional. The evaluation of such education is extremely complicated, but we can find its quality direction according to its running conceptions
