地方本科高校应用转型期工会工作思考

摘要:2014年2月,国务院提出了“普通本科高校向应用技术型高校转型”,这是我国新时期以来的第二次转型.此次高校转型是国家转型的重要组成部分,是解决大学毕业生就业困境的长久之计.转型时期高校工会的困境,一是对中国高校的工会组织存在误解; 二是队伍老化与新手并存导致创新力不足; 三是工会活动比较固定化,各二级工会独立开展活动偏少; 四是教职工的压力偏大,尤其是青年教师倍感压力.为此提出的对策是:正确认识工会的职能与作用; 强化工会舆论宣传,营造良好的转型发展氛围; 重视两级工会组织建设,结合学科专业打造特色活动; 多关心青年教师,纾解转型期的职业压力,以推动地方本科高校应用转型的顺利进行Abstract:In February, 2014, the State Council proposes that the Undergraduate Higher Learning Institutes be transformed to application- oriented schools, which starts off a second transformation in the new era. This transformation of colleges and universities, as an important part of the transformation of the country, is a long-term plan to solve the employment plight for college graduates. The dilemma facing the college unions of different levels in the transformation comes mainly from 4 aspects: the misunderstanding concerning the union itself; the inadequate innovative power caused by the mixed difficulty of the aging union staff plus too large a population of green hands; the stereotyped union activities and too few activities sponsored by the sub unions; the overload of stress of the teaching staff, especially the young teachers. Counter measures are put forth: a correct understanding of the union functions; a reinforced publicity campaign to create conducive atmosphere for transformation; more priority be given to the union cells to create more union activities typical of a particular discipline; more concern placed on young teachers to relieve their professional pressures so that the smooth implementation of the transformation strategy can be fulfilled.
