On Development Strategy of Inclusive Tourism for Lifting People Outof Poverty in Wuling Mountainous Area

Based on the theory of Inclusive Development, the Wuling mountainous area was taken as the research subject in an attempt to find out about its advantages for developing inclusive tourism in the process of poverty alleviation with the focus centering on the existing problems, major problems are found to be the following: a sluggish development of social economy with a bottleneck infrastructure; heavy restructure burden arising from administrative barriers; incomplete management system and insufficient monetary investment with poor participation of the needy population; tourism environment faced with challenges incurred by imbalance of development and protection. And counter-measures are thus put forth: to step up monetary investment and supportive measures so as to achieve sound regional tourism development; to innovate development mode and coordinate cooperation so as to foster featured tourism brands; to direct the poverty-stricken population into active participation in tourism development and safeguard their basic rights and interests; to balance development and protection for sustainable development. These approaches are made in hope of achieving regional development for lifting people out of poverty and offering some reference for the development of adjacent poverty-stricken areas.
