The supreme economic and financial organization, the Four-Bank Office, promoted the inland transferring and development of factories and mines with capital from National Bank. This was a great help to the development of these factories and mines in rear areas. From its essence, the loans to factories and mines in war time took the tendency of union with commercial capital. In addition, it was only a temporary measure, which was doomed to have limited effect.
